Joint Training Session For Police, Customs, Income Tax, Prosecution And Forest Officials On Fake Currency And Wild Life Act



A days training program on identification of counterfeit currency and Wild Life Protection Act was organized by DK Police at Police guest house, Mangalore on 19th, 2006. Besides Police Officers of the district, Officers of the Customs, Income Tax, Forest and Prosecution Department atended the two training sessions.

The focus of first session was on identification of counterfeit currency and Resource persons from The Reserve bank of India Bangalore took this session. In this the Officers were made aware of the various stages of evolution of Bank notes in India and the security features that determine the notes of various denominations in India were explained. The participants also had an opputrunity of hands on session where in they were asked to differentiate between fake and genuine notes based on the security features. In addition the RBI Officers also enlightened the participants about the new bank notes containing more security features that have ben introduced in the country from June 2005 onwards.

Before this in the opening remarks Mr.B.Dayananda SPDK explained the purpose behind organizing the training progrom by pointing at the large number of fake note seizures in this part being made by the district police. He mentioned that counterfeit currency is becoming a major problem for law enforcing agencies especially in costal areas like Manglore. He pointed out that by the interrogation of the arrested persons there is information that the persons sitting abroad are sending fake currency to India by various means. The quality of fake currencies being seized these days is very good and they resemble genuine currency notes in all aspects and it is very difficult to identify through naked eye. He also mentioned that persons dealing with counterfeit currency have nexus with Illegal drug dealers and Terrorists and there is need to curb this menace before it becomes a major problem for Indian Economy. Now that international flights are likely to operate from Mangalore, there is need for greater caution in this regard and hence the involvement of the Customs officials in this progrom, he explained.

Mr. V.S. Maniyan AGM and Mr. Gupta Asst. Manager RBI Bangalore dealt with the evolution of Indian currency since 1935 -2006. They explained the role of RBI in introducing currency notes in the market. Further they dealt in detail about the security features of Indian currency of Rs. 50/, 100/, 500/ and 1000/ denomination.


In the second session Mr. K.S.N. Chikeroor IGP (CID and Forest Cell) enlightened Police Officers, Prosecutors and Officers of Forest and Animal Husbandry about the Wild Life Protection Act, 1972 and Karnataka State Forest Act. He pointed out that Illegal Wild Life trade is the second largest illegal trade after illegal drug trade in the world. He also mentioned that smugglers are supplying fake pelt by painting the skin of other animals as they are getting very high price in international market. Further he discussed the powers to the Police regarding the investigation as per Wild Life Protection Act, 1972 and Karnataka State Forest Act. Mr. Chikeroor mentioned that this part of the state (western ghats) is one of the biggest biosphere in the world with diversity of flora and fauna and it needs a lot of efforts from the side of law enforcing agencies for the protection this biosphere. He appreciated the work done by the Dakshina Kannada Police in protection of Wild Life and mentioned that after CID Forest Cell it is D.K. Police which is putting maximum efforts in this field. Police Seek Information On Dead Body Found At Bijai Mangalore

On the night of 18/06/2006, Police found a dead body at Battagudde of Mangalore East PD limits. The body was found in decomposed state in a lying position in the roadside drain there. The police shifted the body to Wenlock hospital for further enquiry and post mortem examination. A case of Unnatural Death (UDR) was also taken up at Mangalore East PS.
On the morning of 19/06/2006, Post mortem examination was conducted on the dead body but the cause of death is yet to be ascertained by the doctors. The identity of the deceased is also not yet established. In this connection, people are requested to assist the police in identifying the dead body and also to provide any information on the cause of death of the deceased. The descriptive particulars of the deceased are given below:

Age: Between 35 to 45 yrs
Height: 5'4"
Complexion: Wheatish
Features: Well built, partial bald head, slight white beard, thick moustache. Old scar on top of right eyebrow. Wearing half sleeved black T shirt on which it is written 'Wenzer' and brown colored trouser of 36" waist size. The deceased is also found wearing a copper ring of multi color on his right middle finger. The deceased appears to be from well to do family.

Daily Incidents for June 17, 2006

Excise Raid By Bantwal Town PS

On the early morning of June 17, 2006 PSI Bantwal Town Ps and staff have intercepted a white Maruthi Car (Reg No KA 19 950) that was coming from Mangalore near Nethravati Bridge on NH 48 and seized 48 boxes of Master Blaster Whiskey being transported in the car without any valid permit. The driver of the car however has managed to escape from the scene.
In this connection, a case has been taken up in Bantwal Town PS under the Karnataka Excise Act and efforts are being made to track the driver and owner of the car. The total value of the seized property including the car is around Rs.90,000/.

Gambling Raid By Puttur Rural PS

On the night of June 17, 2006 PSI Puttur Rural PS Mr. Sunil Naik and staff have raided a place in Bettampady village of PS limits and arrested 03 persons who were found gambling there in the night at around 2230 hrs . The police have seized Rs 4029/ cash, a Maruthi Car and a Hero Honda Splendour Motor Cycle besides the playing cards from the culprits. The raid has been conducted on the direction of SPDK. In this connection, a case has been registered against the arrested persons in Putur Rural PS U/s 87 of the Karnataka Police Act. The accused have been released on bail and the case is pending investigation.

Video Library Raided By North PS Staff: Over 2000 Pirated CDs And Other Property Worth Rs 5.6 Lakhs Seized


On the afternoon of 16th June 2006 Police team comprising of PI Vinay Gaonkar and staff of North Police Station conducted raids on a video library and residence of one Chandrakantha Naik and seized large quantity of pirated video CDs and other equipments used for the duplication of these CDs. The raid was conducted on the complaint of Mr. R.S. Arvind Prasad Investigating Officer Feature Films Copy Rights of India.
The Police team first raided the house of Mr. Chandrakantha Naik located at Sailand Building Bajalkere Mangalore. There they seized 1090 pirated VCDs, six other VCDs, two computers, two VCD duplicator machines, one colour printer and four audio cassete recorders.

On further information Police party raided Gurudarshan Video library at Car street Bajalkeri in Mangalore owned by Mr. Chandrakantha Naik. From there the police seized 1200 pirated VCDs and MP3s, four DVDs and six other VCDs.
In this connection a case has been taken up in North PS U/s 52(A), 63 & 68(A) of Copy Right Act, 1957 against the accused Chandrakantha Naik who is absconding. The CDs so seized pertain to Hindi and other language films and the total worth of property seized is about Rs. 5.26 lakhs.

Gambling Den Raided By Mangalore South PS Staff

On the evening of 11/06/06 Police team comprising of PI South PS Mr. H. N. Venktesh Prasanna and staff of Mangalore south Police Station on credible information raided Western Hotel at Bamboo Bazaar in Bundar area of Mangalore city. At the time of raid Police found 11 persons in room No.221 of the Hotel playing “Ander- Bahar” with cards. Accordingly Police seized cash Rs.1940/and playing cards from the spot by arresting 11 persons who were indulged in gambling.

In this connection a case has been taken up in Mangalore South Police Station U/s 78 of Karnataka Police Act against all the eleven accused persons and the hotel manager. The accused have been released on bail.

Road Safety And Enforcement Gadgets For DK Police



The DK Police has procured various modern traffic gadgets out of the Modernization funds supplied to the district for the year 2005-06. These equipments will help the district police in both Education and Enforcement tasks. The followig are the equipments that have already been supplied and put to use in the traffic branch of Mangalore city and in the other two subdivisions (Panambur & Puttur) of the district.
1. Breath Analysers (Alcometers): Two automated handheld breath alcohol instruments procured will provide for simple, accurate and economical method of determining drivers breath/blood alcohol level on the basis of their breath samples at the spot itself. Further with the help of a portable printer, the readings can be printed and given to the person then and there itself. The two traffic police stations have been provided one equipment each and they have already detected 79 cases of drunken driving in the city. These equipments are being used every night in the city at important locations to curb drunken driving and road rage during night times.
2. Handycams (04): The four state-of-the-art Sony Handycams will be useful for recording videographic evidence of traffic violations and episodes of unruly conduct by the offenders at the time of checking. They can aso be used for conducting traffic surveys and studies in the district.
3. Digital Still Cameras (03): These will be useful for recording photographic evidence of traffic offenders and scenes of road traffic accidents. The photographs taken can be easily transferred to the computers immediatley and hence will avoid the hassle of cleaning the roll, develpoing and printing.
4. Tubuar Cones (50): These PVC traffic cones with reflective sleeves can be used to create road dividers on busy and congested raods in the city.
5. Cylindrical Air Cones (250): Will be helpful to mark parking enclosures or to warn traffic about hazardous spots. The cones can also also be utilzed for guiding traffic during late hour naka checking drives.
6. Reflective LED Light Batons (30) & Reflectve Hand Gloves (200 pairs): The LED Light traffic control batons that have high visibility are useful for directing traffic at night and during late evening hours. The baton has a weather resistant body made of ABS high-impact plastic and the tube is made of PC transparent material. The reflective hand gloves makes the traffic cop more visible to motorists during night times thus ensure better safety.
In addition to these equipments that have been supplied by the Government, the Karnataka Bank has on the request made by the District Police provded 100 Reflective Jackets and 20 reflective batons. These special reflective jackets will be useful for late hour traffic regulation and naka checking. This increases visibility of the traffic staff and thus makes it safer for them to man the roads.

Ban On The Movement Of Heavy Goods Vehicles On NH 48

The District Magistrate D.K District has passed an order banning the movement of heavy goods vehicles (LPG Tankers, Bullet Tankers, lorries carrying timber, Granite blocks and other articulates vehicles) on NH 48 between 8pm and 5am in the night. The order will come into effect from 1st June 2006 till 30th sept 2006. This order has been passed u/s 115 of The Indian Motor Vehicle Act 1988 and Rule 221A(5) of the Karnataka Motor Vehicle Rules 1989.

This regulation was felt necessary in view of the forthcoming monsoon where in heavy rainfall is expected in the region. Due to this the movement of the vehicles on NH 48 gets affected and due to bad condition of the roads, por visibility and many a times leads to roadblocks and traffic Jams. The capsizing of heavy and long chassie vehicles in the dense forest area of Shiradi Ghat has also become a annual feature during every monsoon. Any such capsizing leads to blocking of the High way for hours together and causes immense misery to other road users especially long distance travellers and that too during night hours. The above regulation would help to ensure smooth flow of vehicles on the highway and also avoid hardship to road using people.

The D.K District Police requests the owners and drivers of such vehicles mentioned above to keep their vehicles off road during the specified hours. Non adherence to this direction would lead to penalty and impounding of the vehicle concerned.
