Commendation and Reward for Good Work

The SPDK has commended all the district police officers and staff for the good work done during the recently concluded ZP/TP elections. All the Officers have done exceedingly well in maintaing laaw and order in their jurisdictions during the poll, pre-poll and post-poll phases of the election due to which the entire electio process was a smooth affair in the district.
The Additional Director General of Police (Law & Order) Dr.Subhash Bharani IPS has also sent a letter of appreciation to SPDK commending all the Officers/men who were part of the bandobust for conducting the elections "in a peaceful and orderly manner including the naxal affected areas".
In addition, the Officers and the men who otherwise do not come into the limelight as they work in the background and provide all necessary assistance and support to the field staff have been identified and given suitable recognotion. SPDK has given "Cash rewards" to these chosen few Officers and Men who have rose to the occassion and shown exemplery sense of dedication for duty in the conduct of this election. They are:
  1. The staff of the District Special Branch - For meticulous preparation of the poll related security scheme, efficient monitoring of deployment of men as well as material and prompt collation of information related to the election and its dessimination.
  2. The staff of District Control Room - For monitoring and overseeing the bandobust and relying of vital information to the field officers and establishing foolproof communication during the election period in the district.
  3. The Staff of Computer Center: For assisting in the preparation of the security scheme and developing the GIS software that was used to oversee the polling process in the district
  4. SPDKs Follow Team in the Rapid Intervention Vehicle - For accompanying the SPDK in his tours in the district during the poll period and assisting the SP in rushing to the trouble spots and tackling the problem there.

PSI Probationers Complete Training


The 11-PSI Probationers of 2003 batch who were given to the district for field practical training have completed their training in the district on 28-12-2005 and are now ready to hold independent charge of Police Stations. These Officers who joined the district after their basic training at the Karnataka Police Academy Mysore have undergone various types of training at various places in the district for a period of 13 months under close and direct supervision of SPDK. Besides routine police station work, the Officers have been exposed to naxal problem, handling of communal issues, specialised crimes, large-scale bandobust…etc in the district. In addition, they have also been trained in handling of different weapons (including AK-47, SLR…etc), driving and maintenance of vehicles, computers…etc.

Of these 11 Officers, five of them have been allotted to DK district to be posted as Sub Inspectors of Police in the district. Accordingly all five of them have been given posting by the IGP WR. The names of the 11 Officers are:

Departmental Enquiry against PSI (L&O) Bantwal P.S. Ordered

The SPDK( Superintendent of Police Dakshina Kannada) has initiated Departmental Enquiry against Mr. J.N.Ananda Kumar PSI( L&O) Bantwal PS for his alleged “ direliction of duty” on election day ( 19-12-05) that resulted in stone pelting at Shamboor village of Bantwal (Rural) PS limits.

The enquiry has been ordered based on the Preliminary Enquiry Report of A.S.P Puttur Dr. A.S Rao, who after examining severl Police officers and staff who were deployed for election duty at Bantwal on that day has opined that due to the unprofessional conduct of the said PSI, Shamboor incident took place. It is alleged in the report that the PSI who was put specifically to look after the law and order in the village that after noon , after some minor skirmishes took place between Congress and B.J.P. workers related to polling, left the village on the pretext of escorting the ballot boxes at about 1815 hours. Immediately after that (1830 hrs) stone pelting occurred in the village in which several persons sustained injuries.

The Disciplinary proceedings now initiated under rule 6 of Karnataka State Police (Disciplinary Proceeding) Rules has been assigned to Mr.M.K.Ganapathy CPI Mangalore Rural Circle. During this enquiry which will be a quasi judicial process, if the charges are proved, the officer is liable to the following punishments (as per sec 23 of Karnataka Police Act).

  5. Withholding of increments
  6. Censure

Meeting of BPO / Call Centres

Today a meeting of all BPOs / Call Centres operating in Mangalore City was held in the office of Superintendent of Police D.K. District, mainly to review the security of the employees working in these units. The meeting was attended by the representatives of

  1. Mphasis, Jeppu, Mangalore
  2. Infosys, Kottara, Mangalore
  3. J-Tech Informatics, Chilimbi, Mangalore
  4. Raj Info Vision, Marnamikatte, Mangalore.

The meeting was chaired Mr. B.Dayananda SPDK. Besides Additional SP Mr.B.S.Lokesh Kumar DK. District and DySP Mangalore City Mr.S.M.Mantoor also participated.

In the meeting the representatives of the Call Centres explained the various security measures adopted by their companies for the safety of the employees – especially for those working in the night / late shifts and more importantly the lady employees.

As on now most Call Centres are found to be dependent on outside transport operators for ferrying their employees from their places of accommodation to work place and then dropping them back. The companies emphasized that they are adhering to all the safety norms that are invogue and also promised that they will try to improve the same by incorporating technological measures like GPS tracking, SMS messaging …etc in the future.

SPDK requested the companies to take the department into confidence in any of their security related issues and ensure foolproof security to their colleagues. In addition he also alerted the companies to be aware of the various threats to their systems/programs/softwares by hackers and tech savvy criminals.

Lastly the executives of the companies assured that they will be happy to participate in any of the projects of the Police Department benefitting the society at large.

The meeting lasted for about 1.30 hours.

The BPR&D (Bureau of Police Reaserch and Development) has invited papers for discussion for the 37th All India Police Science Congress proposed to be held at Bangalore shortly, on the following subjects mentioned below:

  • Training strategy to affect behavioral and attitudinal change in the Police personnel
  • Evolution of norms for manpower and logistics requirements at police station, sub-division and district levels

The District Road Transport Authority Meeting

The District Road Transport Authority meeting was held today in the office of the Deputy Commissioner D.K.District. The meeting chaired by Mr.Parshwanath Deputy Commissioner DK, was attended by the Mr.B.Dayananda SPDK (Member), Mr.Ramesh RTO (Secretary) and Mr.Seva Naik RTO Puttur (Adl Secretary). Several Bus operators through their advocates represented before the Authority. In addition many common people also participated in the meeting and gave representations about various issues related to their transport problems.

As the meeting was held after a long gap of two years (last meeting on 27-12-2003) nearly about 742 subjects came up before the meeting. They mainly related to ;

  • Subjects referred/remanded to by the Karnataka State Transport Appellate Authority (KSTAT), the State High court and other Courts for consideration by the RTA -256
  • Subjects that were deferred in the previous meeting - 124
  • Subjects pertaining to grant of fresh permits in the City route - 160
  • Subjects pertaining to grant of fresh permits in mofussil areas - 133
  • Subjects pertaining to variation of routes by existing operators - 67
  • Subjects pertaining to Cancellation and renewal of Permits - (02)

Before commencement of the meeting as per agenda, the advocates representing the various Bus Opertors drew the attention of the Authority to the various decisions passed by the KSTAT and the courts on issue of fresh permits. In this regard they highlighted that formulation of routes by the State Govt and Joint Road Survey is a must before issue of fresh permits. Later the Authority called the subjects as per agenda and gave oppurtunity to the applicant as well as for others to file oblections if any to various proposals.

The meeting lasted for about four hours.

It was decided to hold these meetings regularly in the feature. Further as per the request of the advocates, it was agreed to keep these meetings on third saturday of the month. Accordingly the meetings will be convened on third saturday of the month every three months regularly in the future. Further the date of pronouncement of decisions of the meeting will also be intimated in advance to the comcerned as per the request made.

Today polling has been conducted peacefully throughout the district. No untoward incident has been reported from any part of the district during this poll period. Elaborate police B/B was made to ensure free and fair poll.

The DK Police thanks all the voters and enlightened citizen of the district for ensuring smooth, peaceful and fair poll. DK Police also thanks all the Police Officers and staff of other districts/units who had come here on our request for assistance and support.

Brisk patrolling, effective communication and above all judicious deployment of force based on past poll incidents clubbed with prevailing political situation helped in preventing any kind of disturbance during the poll process.

Mr Pawan Kumar presently working as PSI DCRB (District Crime Records Bureau) in the SPs Office has been posted as PSI (L&O) of Barke PS. The present incumbent there Mr.Siddappa who is under suspension has been released from suspension and posted as PSI DCRB. These orders have been passed by IGP WR Mr.Suresh Babu.

DK Police aquires new vehicle for Riot Control


A new Bolero vehicle titled "Rapid Intervention Vehicle" has been added to the fleet of vehicles of DK Police that is fully equipped to handle any type of riotous situation.

The new Mahindra Bolero jeep has been suitably modified by the department in such a way that it can easily penetrate through any type of crowd and provide adequate of security to the police personnel travelling in it. With the use of the vehicle, the police can also fire teargas shells, make public announcements through mega phone, make video coverage...etc that will all help them in handling law and order problems. In addition, the vehicle also contains emergency/safety equipments like portable fire extinguishers, first aid kit, portable generator..etc. There is also provision to keep water cooler, thermos flask that are required for the staff when they are on long hours of duty/travel.
Presently the vehicle is being used as Command Vehicle for SPDK to follow him during any law and order situations. Fully trained, physically fit and mentally alert police personnel have been specially selected to accompany in the vehicle. This team also contains women staff (required to handle women agitators) and plain clothesmen. A laptop computer equipped with GIS software is also added to the vehicle with the help of which geographical information of the district integrated with police security details can be accessed quickly by SP and his team during large scale security arrangements like elections, VIP visits...etc.

Three Arrested in connection with Cyber Wave incident

The Mangalore City Police have arrestedthree persons in connection with the incident that occured 0n 13/12/2005 in a cyber cafe called Cybe Wave in Attavara of Mangalore South PS limits.

In this incident, some miscreants had entered into the Cyber Cafe in the afternoon and had assaulted a college boy and girl who were chatting inside a cubicle of the cafe. They had also threatened a lady employee of the cafe who had tried to intervene. In this connection a case was registered in South PS on the complaint of the owner of the cafe. After the incident the culprits had escaped and the boy and the girl who were attacked had also vanished without any trail. The police had no clues regarding the incident as the Cyber Cafe had not maintained any details about the users who come to browse at the center which is mandatory as per the State Govt circular.

However, based on a note book that was left behind in the cafe by the boy who was attacked, the police traced him to a college in Mangalore where he was studying. Subsequently the girl was also identified.
On further clues, police finally got hold of three persons who were involved in the incident. The names of these three who have been arrested are;

Rohan Pinto 19 yrs S/o Richard Pinto Kankanady Mangalore taluk
Girish 24 yrs S/o Vasudeva Konaje Mangalroe taluk
Kishore 22 yrs S/o Sanjeeva Padil Mangalore taluk

Another person who is involved in the incident is yet to be secured. Of the three arrested, the first accused Rohan studying in the same college as that of the boy and the girl had passed on the information to the other three who had actually gone and attacked the cafe. The motive for the attack is that the boy and the girl belong to different communities.

In view of this incident, the City Police are checking all the cyber cafes to ensure that they maintain the register and mention the details of all the users as prescribed by the State IT department. Though these instructions had been given to all Cyber Cafe owners of the city earlier, it is seen from this inciden that the owners have not taken these guidelines seriously. Hence in the present incident, the police will write to the IT Secretary who is the authorized Officer to penalise the cafe owner for his lapse. Reports will also be initated against the other cyber cafe owners who are found violating these rules in the future.

It may be noted her that as per the notification issued by the IT, BT & Science and Technology Secretariat the cyber owners must maintain records including the name, the address, the log in and log off time of any user or else be open to a penalty of Rs 25,000, if a complaint is lodged against him by the police.

GIS application to oversee poll security arrangements


The DK Police are all set to experiment with the GIS application to oversee and monitor the security arrangements to the forthcoming Zilla/Taluk Panchayat elections to be held in the district on 19/12/2005. For this all the ground work has been done by the NRDMS (Natural Resource Development and Management Society) centre and the Police personnel manning the Computer cell in the district SPs office.

The digital map of the district available with the NRDMS centre has been taken and to this all information related to the Police Security scheme has been integrated using the Arc view software. Thus information like sensitivity of booths, stationing of striking forces, area demarcation of sector mobiles, deployment of personnel to booths, telephone numbers…etc have all been fed and linked with the map.
On the day of election, the software will be installed in the District Control Room as well as in the Temporary Control Room that will be opened at Puttur to monitor the election process of Puttur subdivision. The software will be of great help to the control room staff as it will give them a better perspective of the field level arrangements. They will be able to see on the map where exactly the booths are located, where the Striking forces are located, what is the distance between the nearest PS and any village…etc. All this information will be available to them on the click of buttons. By this they can analyse things better and relay information over the wireless to field level officers who will be engaged in the conduct of elections. For example, if the control room receives any information of trouble in any of the booths in the district, they can within in minutes identify the booth on the map and confirm to which sector and Police Station it belongs to, what is the deployment available at the booth and if reinforcement is to be sent which is the nearest striking force/sector mobile available...etc. Based on this they can give necessary instructions to the concerned.
The same software will also be available on the SPs laptop with which he can have full picture of the whole poll related arrangements of the district even while being at any corner of the district at any point of time. Thus this would help in better decision making as well as effective implementation of instructions.
Though this is being done on an experimental basis, if found useful, can be improved upon and used for variuos other purposes in the future.

District Level Task Force Mooted to Combat Pollution

A District Level Taskforce consisting of Police, Transport, Food and Pollution Departments has been formed to effectively tackle pollution related issues in the district. The creation of this task force comes in the wake of State Government directive to all districts to have such task force that would lead to more meaningful approach to the problem.
On 07-12-20005, a meeting of the Task Force was held in the office of the Supdt of Police which was attended by Mr.Lokesh Kumar, Addl. Superintendent of Police D.K, Mr.S.M Mantoor DySP Mangalore Sub Division, Mr.Ramesh RTO Mangalore, Mr.G.K.Rajanna Dy Director Food and Civil Supply Department Mangalore, Mr.K.M.Chandra Shekar CPI Traffic Mangalore, Mr.Mohan Krishna Environmental Officer Pollution Control Board Mangalore. The meeting was chaired by Mr.B.Dayananda SP DK. During this meeting, the various dimensions of the problem of pollution especially vehicular pollution were discussed threadbare and an Action Plan drawn to take the problem head-on. The main points of this Action Plan are;

  • To conduct periodic emission checking of all vehicles and ensure that the emission levels are below permissible levels. As per Indian Motor Vehicles Act, it is mandatory for all motor vehicle users to conduct emission checks every six months and keep the certificate in this regard.
  • To organise emission checking camps for all Government vehicles of the district twice a year - on the occasion of Republic Day and Independence Day in the district regularly in future.
  • To conduct periodic checking of petrol bunks for adulteration of fuel.
  • To collect information and organise joint raids on illegal outlets which sell adulterated fuel (Petrol/Diesel) in loose form.
  • To organise massive drive against diversion of LPG cooking cylinders for motor vehicles which is an offence under law. As per the Motor Vehicles Act, vehicle owners who want to run their vehicles on gas have to have specific permission in this regard and should install authorised gas kits for the purpose in their vehicles. However it is noticed that many vehicles are plying with domestic LPG instead of approved gas kits. This becomes an offence and action will be initiated as per law which prescribes penalty and seizure of the vehicles and the gas cylinders.
  • In order to curb noise pollution, Noise Pollution (Regulation and Control) Rules 2000 and the consequent Supreme Court Judgements will be enforced strictly in the district. The Pollution control Board will be measuring the decibel levels of noise at various places and report to the Police Department. As per the Environment Protection Act 1986, sound exceeding prescribed noise limits of a particular public area constitutes an offence and is punishable with 5 years imprisonment or with fine of Rs.1 Lakhs or both.
  • Use of Loud speakers in public places shall be regulated as per Rule (5) of the Noise Pollution Rules 2000 and the Supreme Court Judgements in this regard. Accordingly, loud speaker users should obtain written permission from the Police authorities compulsorily. Loud speakers should not be used at night between 10 pm and 06 am except in close premises for communication within e.g. auditorium, conference rooms, community halls and banquet halls. Even while using the loud speakers legally and during the permissible hours, it should be ensured that the noise decibel level does not go beyond what is prescribed for that area.
  • To involve the NGOs which are advocating the cause of pollution and other resource persons actively in the activities of the task force.
  • To create public awareness about the ill effects of pollution by organising camps periodically throughout the district.
Based on this action plan, the concerned departments have already swung into action by conducting joint drives and inspections. On 09-12-2005 in Mangalore City in a drive against vehicle owners using domestic gas cylinders, the task force has detected 10 cases. Action has been taken against the vehicle owners of these ten vehicles by imposing penalty and seizing the gas cylinders.

The Mangalore City Traffic Police is taking strict action against Bus Operators using vacuum/shrill horns in their vehicles causing severe irritation and distraction to other road users besides causing noise pollution. They have already booked 1722 such cases during this year in this regard and have also removed such type of horns from the vehicles concerned.
The drive will be continued relentlessly in the future days also In this regard, the public is requested to inform any such incidents of vehicles causing pollution, unauthorised use of loud speakers…etc to any of the members of this task force. Explosives of Mangalore Railway Station found to contain Fire cracker composition


The Bomb disposal squad and the Scientists from the Forensic Science Laboratory arrived have from Bangalore today and have exained the explosives found at Mangalore Railway Station yesterday. They have certified that these are not commercial explosives or bombs. They feel that these are some crude variety of fire crackers used in the fairs and jatras in the villages. The chemical composition of these explosives is found to be gun powder and aluminium based cracker composition.
After the examniation, the bomb squad has dismantled these explosives and destroyed the same after preserving necessary samples.
Meanwhile, the Superintendent of Police DK District has commended the good work done by the Railway Ticket Inspector Mr.John Devasia and has given a reward of Rs.1000/ to him as a token gesture of appreciation from the Police department.
Further investigation of the case is being carried out by the Railway Police.

Fraudster cheating nationalised banks arrested


The Mangalore East Police have arrested a fraudster and his accomplice who had cheated several nationalised banks and other gullible persons.
On 08/12/2005 the Manager of Corporation Bank City Hospital Branch lodged complaint with Mangalore East Police Station against one B.N.Ravindra who had taken a loan of Rs.15 lakhs for the purchase of a flat in an apartment at Bendoowell. It was alleged that when the said person failed to repay the loan taken, the bank authorities initiated procedure to recover the said amount by aquiring the flat purchased that was pledged to them. However when the bank authorities went to take possession of the flat, they came to know that the property has already been taken over by the Canara Bank for failure of loan repayment by the same person taken from them. Thus it was alleged that he has cheated the Bank by taking the loan on false/forged records and failed to repay the same therey by committing cheatng and forgery. Accordingly a case in Mangalore East PS was taken up against B.N. Ravindra and others under sections 420, 468 and 471 IPC.
Mr. Basheer Ahmed PI Mangalore East PS and staff immediately swung into action and succeeded in apprehending the said B.N Ravinda 36 yrs S/o B.Nagesh R/o Dongarakeri cross road Mangalore city on 12-12-2005. The thorough interrigation of the accused revealed the folowing facts;
B.N.Ravindra a civil engineer by profession had worked as consulting engineer for some time in Mangalore city. Later as he wanted to expanded his profession, was in need of large sum of money. He hit upon the idea of procuring large sums of money from various banks by pledging a flat that was in the name of Oswald Noronha. He first approached Allahabad bank in the year 2003 for a loan of Rs.8.9 lakhs. On sanction he purchased the flat and then got a power of attorney made in the name of one Ramkumar who was working with him. He also created bogus records relevant for the house sale like Title deed, Partition deed...etc and then approached the other banks for loan viz Vijaya Bank (Rs.14.5 lakhs), Lord Krishna Bank (Rs.12 lakhs), Canara Bank (Rs.15 lakhs) as well as Corporation Bank (Rs.15 lakhs). After every transaction, the GPA and the other records would be redone and used in the other bank. In the process he collected about Rs. 65 lakhs from these four banks and when the repayment time came, he quitely evaded.
Further investigation has also revealed that he has leased the same flat to a retired NMPT employee for Rs.6.25 lakhs. Now that the Canara Bank has aquired the flat, this retired employee has also lost his money.
Police suspect that the accused might have taken loans from other banks as well for various other purposes and defaulted. Investigation in this regard is under progress. Both the accused have been produced before the court and remanded to judicial custody.

Explosive materials found in a railway compartment

On 13/12/2005, the Chennai express (Chennai-Mangalore) reached Mangalore Railway Station at about 1415 hrs. The railway personnel on routine checkup of the compartments found one big cardboard box abandoned in S-6 compartment of the train. As the contents of the box looked suspicious, the railway authorities immediately informed the Police control room. On this information, the local police of Mangalore South PS and the district anti sabotage team rushed to the spot and examined the contents of the box. In the box there were about 48 brown colored round shaped materials of the size of cricket ball each and two brown colored cylindrical items of the size of 10"x 6". There was also little quantity of black powder (looking like gun powder) wrapped in news paper and some loose fuse wires.
The box along with its contents was shifted to the Police Parade ground in the district armed reserve and the local explosive experts requested to visit and examine the contents.
The explosive experts on arrival opined that these are not commercial explosives or high explosives but could be some crude explosives. The exact chemical composition they said could be known only after detailed scientific examination.
In this connection, the Railway Police have registered a case in Mangalore Railway PS and have taken up further investigation. The Forensic Science Laboratory has been requisitioned to send a team for examination. Similarly the State Intillegince has been requisitioned to send the Bomb Disposal Unit for any assistance in this regard.
The intensity and nature of explosives will be known only after the arrival of the team from Bangalore. The DK Police is assisting the Railway Police in the investigation.
