Illegal Arrack seized in Vittal


Vittal Police yesterday on the 21-02-2006 siezed a Scorpio vehicle smuggling 8000 sachets of illegally prepared arrack sachets into Kerala state and on further probing discovered a well organized illegal arrack manufacturing unit at Karavapadi village under Vittal PS Limits. At about 1630 pm, on 21-02-2006 while PSI Vittal along with his staff were on rounds on the Kanyana- Manjeshwara road, they noticed a Scorpio vehicle No. KA-19-P-7065, speeding towards Kerala and when he was asked to stop he refused to do so. The vehicle was then pursued and the scorpio driver loosing control over the vehicle fell into a road side ditch. The driver Mohan was immediately rushed for first aid and the vehicle was found to be carrying 8000 illegally prepared arrack sachets, packed in 16 polythene sacs of 500 each. On arresting the driver and questioning him he disclosed that the product was being manufactured at a house in Karavapadi village. The PSI and his team immediately conducted a raid on the place to sieze a Sachet manufacturing machine, 4000 sachets of arrack, 350 liters of spirit and other raw material. On seeing the police team, the boys who were engaged in this job fled from the place. However it is learnt that the house belonged to one Alphonse Ligori D’souza of Karvapadi. Vittal police have taken up two cases in this regard.,

1. Cr. No. 14/06 u/s 32, 34, 43 (1) (ii) of Karnataka Exice Act against Mohan, the driver of the scorpio vehicle, and
2. Cr. No. 15/06 u/s 13, 14, 32, 34, 41 (1) (ii) of Karnataka Exice Act against Alphonse Ligori D’souza and others.

In all about 12000 sachets of illegal arrack, an arrack manufacturing machine, 350 liters of spirit and a scorpio vehicle were seized totally amounting to Rs. 7.5 lakhs.

More Mobile Phones Recovered in Puttur

The associate of Salmara Ashraf of Puttur, Shakir @ Md. Shakir was nabbed on Saturday 18-02-2006 at Puttur on receiving information about his visit. It may be recalled that on 30-10-2005 a theft was commited at Mobile Care Centre of Puttur wherein thirteen Mobile phones along with mobile phone recharge currency were stolen. The main accused Salmara Ashraf was nabbed on 27-11-2005 and about seven phones were recovered from him. On his interrogation it was learnt that he had committed the offence along with Shakir of Kasargod. After the arrest of Shakir, on questioning he revealed that he had received about six mobile phones as a share of his booty. All the six phones were then recovered from his wifes house in Salmara, Puttur. With the arrest of Shakir the case is now completely solved.

Workshop on "Crime Among Youth" Held

A one days workshop on the subject of crime among Youth was organized by the Department of Criminology, School of Social Work, Roshini Nilaya and the Dakshina Kannada Police on 18-02-2006 at the seminar hall of Roshini Nilaya Mangalore. The workshop was inaugurated by Sri B Dayanand I P S., Superintendent of Police, Dakshina Kannada who also deliberated on the topic by stressing on youngsters between 18 to 25 years not only getting involved in criminal activity but also becoming victims of youth crime. He also elaborated on the various criminal tendencies noticed among youth with special reference to involvement in violent behavior, drug abuse, heinous crimes like Rape, Murder, organized crime, extortion, insurgent activities like naxalism and terrorism. He also dealt upon the various causes behind these like parental neglect, mismatch between aspirations and opportunities and Youth adopting shortcuts to success without idealism. Dr Jacinth D’souza Principal of the institution also spoke on the issue elaborating on the causes and remedies of Youth Crime. She was followed by Dr Olinda Perieira the founder of the Institution who spoke on the issue.
The formal Program began with the panelists representing various strata of society presenting their perceptions on the topic. From the student perception Ms Sarah Francine D’ souza, Student of the School of Social Work, From the parents Perception Dr K K Varghese, Administrator of Colaco Hospital, From the Police Perception Dr A S Rao, A S P Puttur, From the Media Perception Sri Vinayak Bhat of Vijaya Karnataka and from the Legal and Public Perception Prof. Mahesh Chandra Nayak of S D M Law of Collage spoke. After the panelists presented their views the participants who included Students (160) from various colleges of Mangalore and other parts of Dakshina Kannada and Police personnel of all ranks from Inspectors to Police Constables, were split up in to 6 groups to discuss the topic from the point of view of any one specific crime and then give a presentation at the end of 30 minutes. The presentations touched on various crimes like gang violence, Drug abuse, Ragging, Rape, offences related to technological advances like cyber crimes etc. The groups came out with brief causes and probable remedies to these crimes. In all about 160 students participated in the workshop.
The valedictory function was presided over by Sri K S Suresh Babu IPS, IGP Western Range who gave away the “ Civilian Rifle Training Course” Certificates to the participants of the C R T C held in January 2006 and also gave his valedictory remarks on the workshop. He stressed on the need for the youth to make best use of technology rather than putting them wrong use. He added that the laws have been made stringent but it is only that we don’t make the best use of them. He also stressed the need for more such programs of interaction between the Youth and Police.

Workshop on Crime Among Youth

A one day workshop / discussion programme on the subject of “Crime Among Youth” has been organized jointly by D.K. Police and Roshni Nilaya (Department of Criminology school of Social work Mangalore) on 18/02/06 at Roshni Nilaya Mangalore. Nearly about 150 students of various colleges of Mangalore will be participating in the workshop besides Police officers of all ranks, academicians, journalists and other eminent citizen of Mangalore. The workshop has been organized with a view to elicit the perceptions of different sections of the society regarding the latest trend of more and more youth taking to crime. Various dimensions of this problem will be deliberated upon and views of the participants on the remedial measures sought.

The programme will be inaugurated by SPDK Mr. B. Dayananda at 9.30 am and Principal school of social work Dr. (MS) Jacinta D’Souza with preside over this inaugural function. After this brief inaugural session, resource persons chosen from different fields will present their views on the subject and identify the main areas of concern that need to be addressed by the delegates. Later, the participants will be divided into different groups and given a topic each for discussion and formulation of opinions.

At the end of this group discussion, valedictory function will be held in which Inspector General of Police Western range Mangalore Mr. K.S. Suresh Babu IPS will participate as chief guest. The reports of the various groups will be placed before the guests and final conclusions reached.

On the same occasion, Certificates will be issued by the Police department to all 28 students who participated in the recently held ‘Civilian Rifle Training Course’ by D.K. Police.

Video Theatre Showing Blue Film Raided : Three Arrested, CDs and Video Equipments Seized

On the evening of 14/02/06 police team comprising of ASP(P robationer) Mr.Labhu Ram and staff of Ullal Police station have raided Sangeetha video theatre located at Thokkatu junction on credible information that the video theatre is showing pornographic films. At the time of raid police team found the video theatre exhibiting hardcore porno movie to the viewers. Accordingly police seized the projector, 02 CD players, 02 amplifiers, 01 stablizer, 02 sound box 03 VCDs and Rs.1000/ cash from the spot by arresting two persons who were looking after the video theatre . The arrested persons are:

1. Pushpraj 18 yrs S/o BhojPoojary R/o Ganjematha Mangalore taluka (worker)

2. Rajan(32 yrs) S/o Kishanappa R/oTalappady Mangalore taluka (manager)

The video theatre is said to belong to one Sudhakar Moolya 33 yrs S/o Manku Moolya R/o Manglore city who also has been made one of the accused in the case.

Further based on the information provided by the accused about the video library from where they had taken VCDs, police raided Anith video library located at Ullal, seized 10 VCDs containing pornographic material and arrested Prakash 24 yrs S/o Govindayya R/o Thokkatu owner of the video library.

In this connection a case in Ullal PS has been taken U/sec 292 (a) of the Indian Penal Code against all the four accused.

Nainesh Murder Case : One Arrested

It may be recalled that on the morning of 08.02.2006 the dead body of one Nainesh 27 yrs S/o Krishnappa Saliyan R/o Padavinangady Mangalore was found with stab injuries thrown by road side at Mary Hill Kavoor. A case of murder was taken up in Kavoor PS and CPI Panambur Mr. Kodandaram was investigating.

In connection with the case Police have arrested one Girish 30 yrs S/o Devdas R/o Padavinangady Mangalore for committing this offence with assistance of others. Police have recovered the murder weapon – a sharp knife and blood stained cloths from the accused. The accused was arrested by the Police on 14.02.2006 from Udupi and produced before the court after interrogation. He has been remanded for judicial custody.

The motive for the offence is financial dispute between deceased and accused. Police are on the look out for other accused in the case.

Theft From Mobile Showrooms of Mangalore City Detected. 01 Arrested and 109 Mobiles Recovered


It may be recalled that in the month of Oct 05 some mobile show rooms located at MG Road and Balmatta in Mangalore city were stolen where in more than 100 brand new mobile phones worth more than rupees ten lakhs had vanished.

In order to detect these cases a special team was formed by DySP Mangalore city consisting of PI North Mr. Vinay Gaonkar and other police staff of Mangalore City Subdivision. The team after carefully following the leads has finally succeeded in busting the gang responsible for these thefts.
The case got cracked when police arrested one Mohammed Manarull Sheik 24 yrs S/o Mohammed Geesu Sheik R/o Boltola Rajmahal Saibganj district Jarkhand state was arrested by the police on 31/01/2006 from Mangalore found wandering under suspicious circumstances and with a mobile phone in his possession. His detailed interrogation and verification of the IMEI number of his mobile phone revealed that it is the stolen handset from one of the showrooms of Mangalore. Under further sustained interrogation he admitted that he along with five others had committed theft of mobile showrooms in Mangalore city and other places in the state like Hubli and Mysore. He also confessed that some of the mobile phones so stolen by them have been kept in his room in Mumbai. Based on this confession police produced him before the court, took police custody and went to Mumbai. There the police found 108 mobile phones kept intact in a room belonging to the accused. On verification of the IMEI numbers, it was found that all these phones are the ones stolen from two mobile showrooms in Mangalore city on 18/10/2005 (Classic Electronics MG Road) and 20/10/2005 (Usha Telecommunication Balmatta Road).


The accused has been brought back to Mangalore and produced before the jurisdictional court and remanded to judicial custody. The police team is still on the lookout for the other accused required. Efforts are being made to secure them with help of Jarkhand police.

However it is learnt that all these accused belong to Saibganj district of Jarkhand and are hardcore habitual mobile phone lifters. They operate throughout the country and target mainly the mobile showrooms. Their main modus is to travel in group of 5-6 persons and identify the showrooms in the daytime. Late in the night they would operate by gaining entry into the showroom by either break opening the lock or removing the air conditioner from the wall. It is also learnt that several such gangs exist in the Rajmahal area of Jarkhand whose main profession is theft of mobile phones. The mobile so stolen would be disposed in Mumbai, West Bangal and even Bangladesh.

Recruitment For District Police Cooperative Society: Final Selection

Kavoor Murder: Police Seek Information From Public

On the morning of 08/02/2006, the dead body of one Nainesh Kumar 27 yrs S/o Krishnappa Salian R/o Gandha Kadu Padavinangadi Mangalor taluk was found with stab injuries at Mary Hill Kavoor village Mangalore taluk thrown by the side of the road there.
In this connection a case of murder in Kavoor PS Cr No 23/06 U/s 302, 201 R/w 34 IPC has been taken up on the complaint of B. Krishnappa Salian father of the deceased. CPI Panambur Mr.T Kodandaram is investigating the case. The district Anti Rowdy Squad as well as DCIB have been asked to assist in the investigation of the case. Police are probing the exact cause, motive and persons responsobe for the murder. From the examination of the scene of dead body it looks as if the murder has taken place at some other place and body has been brought here and disposed in this way.
The dog squad and Finger Print unit have also made visit to the scene of crime to assist in the investigation.

Three Associates of Muttappa Rai Caught; One Revolver and One SBBL Gun Seized



On the evening of 06/02/2006, the district anti rowdy squad on specific and credible information intercepted a blue maruthi 800 car at Farangipet on National Highway 48. On stopping this vehicle which was coming from B.C.Road and searching the same, the police team found three inmates who were in possession of one country made .22 revolver with two live rounds and one country made SBBL gun with one live 12 bore cartridge. The names of the persons travelling in the car are;
1. Jeevan Pias 33 yrs S/o Joseph Pias R/o Kottar Chowki Mangalore (Owner and person driving the vehicle)
2. Chandra Shekhar Shetty 39 yrs S/o Madhava Shetty R/o Adyaru Mangalore
3. Subhash Rai 32 yrs S/o Seenappa Rai R/o Bappalige Puttur
All these are known criminals and gangsters involved in various criminal acts like assault, murder, attempt to murder...etc in the past and belong to Muttappa Rai and Rakesh Malli group. While Jeevan Pias is involved in the Yekkur Baba attempt to murder case of yr 2000, Chandra Shekhar Shetty is involved in Suresh Rai murder case of yr 1998. Subhash is involved in several assault cases in Puttur.
All the three have been arrested and a case is taken up against them in Bantwal Rural PS Cr No 14/06 U/s 3 R/w 25 Arms Act. They will be produced before the jurisdictional court after completion of interrogation.

Gambling Raid : Fifteen Arrested, Rs 7,015 seized

On the night of 04-02-2006 a police team consisting of ASP (Prob) under training Mr. Labhu Ram and other police staff have raided a gambling den at Chiranjeevi towers, Belma village near Deralakatte and arrested 15 persons who were indulging in gambling activity in the night at around 2350 hrs. The police have seized Rs 7,015/ cash, 04 Mobile Phones and 01 Maruti Esteem Car from the place.

The raid has been conducted on the direction of SPDK. The gambling activity was found to be taking place there in the pretext of Swami Recreation Centre.
In this connection, a case has been registered against the arrested persons and against the owner of the building in Konaje PS U/s 78, 80 of the Karnataka Police Act.

National Initiative For Child Protection Organize Training Programme For Police Personnel


A one day workshop for the Police personnel of Dashina Kannada District was held at the School of social work, Roshni Nilaya Mangalore on 31/01/06. About 30 police personnel chosen from various Police Stations of the District including women Police attended the workshop. The aim of this workshop organized by the National Initiative for Child Protection was to sensitize the Police personnel about child protection and Childs rights.

The workshop was inaugurated by Mr.B.Dayananda SPDK and was chaired by Dr.B. Shantaram Baliga Professor Pediatrics KMC Mangalore. Dr. Mrs Jecintha D’souza Principal and Dr. Ashok K Professor Criminology both from School of Social Work Roshni Nilaya Mangalore participated in the inaugural function as chief guests.

In the day long workshop resource-persons gave lectures and presentations on
  • Child and Health
  • Deviant Behavior causes and remedial measures. Role of Police as Child friend
  • Play for peace
  • Juvenile justice Act 2000
  • Child line and NICP Child rights.

National Initiatives for child protection is a campaign initiated by the Ministry of social Justice and Improvement through the National Institute of Social Defense (NISD) and child line India Foundation (CIF).
NICP aims at building partnership with the Allied systems for child protection and promoting of Childs rights. NICP hopes to achieve this by training people who work within the Allied systems. As awareness increases in this group, it is believed that every child will get her or his rights.
