Civilian Rifle Training for College Students

Thirty two students of various colleges of Mangalore city are undergoing one week Civilian Rifle Training at DAR Parade Grounds in the District Police Hqrs from 28/01/2006. In this seven day training capsule, the students will be imparted both theoretical and practical training about proper usage of fire arm and also its maintenance. After completion of the training, they will be given an oppurtunity to fire from .22 rifle at the Moodshedde Police Firing Range. They will be given 30 rounds each in this firing practice.
After the completion of the training course and firing, the candidates will be given a cartificate each.
Of the 32 students, 30 Students are from School of Social Work Roshini Nilaya Mangalore studying B.A. and B.SW course, one Student is from P.A.College of Engineering (IV BE) and one Student from Vivekananda Engineering College, Puttur (IV BE)

The Civilian Rifle Training Scheme of the Police department (CRT) promotes firearms safety training and rifle practice amongst citizens with special emphasis on youth. The CRT operates through a network of Civilian Rifle Clubs and Centers that exist in the districts. They offer firearms safety training and marksmanship courses as well as the opportunity for continued practice and competition.

The CRT was started in the country after Chinese aggression in 1962 when the Govt. of India started taking interest. In every state a State Rifle Association was formed and in every district a District Rifle Association was formed with the Collector/Deputy Commissioner as its president. Rifle Clubs were also constituted at sub division level. The highest body was the National Rifle Association of India with headquarters at New Delhi. However, presently most of these Rifle Associations are defunct. Though the original purpose was to provide civilians an opportunity to learn and practice marksmanship skills so they would be skilled marksmen if later called on to serve in the military. Over the years the emphasis of the program shifted to focus on youth development through marksmanship and as an initiative in comunity policing.
In this (Dakshina Kannada) district also, the Civilian Training Center is not very active. However, the DK Police wishes to reactivate and rejuvenate the same so as to inculcate safe rifle practices amongst law abiding citizen, promote civil defence and also build healthy relationship with the public. The movement, if popularised, can also arrest the drift of youth towards crime and instead make them friends of police who can act as partners in crime fighting.
With these objectives, the DK Police wishes to organize more such training capsules in the future in cooperation with various voluntary organisations like Rotary, Lions...etc. Interested persons in this regard may contact SPDK.

Crores worth Ganja seized in Belthangady

A huge seizure of Ganja saplings numbering about 63,000, and when fully grown which would worth between 40 to 50 crores of rupees have been seized from the Guru Teak Plantation area of Neriya village in Belthangady taluk. Early this morning on 28-01-2005 on receiving specific information a team comprising of ASP Puttur, CPI Belthangady PSI Belthangady and staff about 14 of them left for Neriya village at 0500 AM, under directions from SP DK. After reaching Guru Teak Plantation which is about 25 kms from Belthagady, the team began a steep uphill trek in the thick forest for about 8 kms after which they arrived at the ganja plantation site. On observing from a distance the team found that about 5 to 6 laborers were busy watering the saplings. With an intention to nab the accused persons two police constables armed with SLR weapons were directed to slowly stalk upto them and nab them. Just them the accused persons two of whom were also armed with weapons, suddenly opened fire at the two constables. The PC’s in self defence returned fire with about 10 rounds and as a result all the accused fled from the place and disappeared into the thick forest. On pursuing them one of the accused left behind the local made muzzle loading gun that he had used, and it was seized. The team then made a inspection of the area and discovered about 11 acres of land belonging to the Guru Teak Plantation have been deforested and being used in a well organized manner for ganja cultivation. The area being covered by small pits and each pit having about 30 saplings planted together. In all about 2100 pits were discovered with about 51000 saplings. In addition two areas were converted into ganja sapling nurseries, each nursery having about 300 packets, with 20 saplings in each packet, in all 12000 saplings in the nursery. SHAJI @ DAVID NOTORIOUS GANGSTER AND MAIN HENCHMAN OF BANNANJE RAJA GANG KILLED IN EXCHANGE OF FIRE WITH DK POLICE

On the night of 19/01/2005 at about 2245 hrs PSI Anti Rowdy Squad (ARS) Mr. P A Hegde received credible information about the movement of Shaji @ David (Criminal wanted in various extortion and attempt to murder cases of both Karnataka and Kerala States) near Mahaveer (Pumpwell) Circle just on the outskirts of Mangalore city. Immediately, he along with staff of ARS rushed to Pumpwell circle and started looking for the suspect. At about 2335 hrs the suspect was spotted near a live band there. The police shadowed him from a distance and confirmed his identity and approached to arrest him. In the meanwhile the suspect started his motorcycle and went towards Thokottu ( Kerala) on NH 17. Immediately PSI and his team chased the motorcycle in their police jeep and managed to stop the motorcycle near Peagasus Hotel on National Highway. However the suspect in the pretext of stopping managed to slip away and sped towards Thokottu. The police team continued the chase and also alerted the police control room by giving details of the pursuit and asked to block the highway at Thokottu junction. The suspect however turned towards right at Mahakaali Padpu junction and while manoeuvring the road humps there slipped and fell down from the motorcycle. Within seconds the police jeep also reached there. PSI and his team got off from the vehicle and asked the suspect to surrender. However the suspect suddenly drew a pistol from his waist and fired one round in the direction of the police team. It hit the front window shield of the vehicle missing the police team narrowly. Sensing grave danger to their lives, PSI Mr Hegde took out his 9 mm Pistol and opened fire (04 rounds) in self-defence and in defence of his team members. In the meanwhile another team member ASI Mr. Narayana Byndoor also opened fire from his 9mm Pistol (04 rounds). At this juncture the suspect dropped the pistol and collapsed on the ground and rolled into the nearby bushes. The police team rushed towards him, lifted him from the bushes and shifted him to the District (Wenlock) hospital. There, the duty Doctors examined and declared him as dead.

The said suspect was wanted in three cases of attempt to murder of Dakshina Kannada District and one case of attempt to murder of Udupi District. All these incidents he had done at the behest of Bannanje Raja, the underworld criminal believed to be in the Middle East. Besides, the Kerala police also wanted him. Hailing from Kollam District of Kerala state, his true name was Thilleri Shaji @ Theeppori Shaji 24 years S/O Ibrahim Kutti, Shaji Nivas, Udayamarthanda puram, Mundakkal, Kollam District, Kerala. There he is involved in six criminal cases of public disturbance, assault, abduction, dacoity and other such cases. On the morning of 20/01/2006, the inquest proceedings of the dead body was performed by Mr. Prabhaka Sharma Sub Divisional Magistrate Mangalore. At the time of inquest, amongst the belongings, one mobile phone (Nokia 6600), two ATM cards and some cash have been found. These have been seized for investigation purpose.

Surathkal PS: Two Criminals nabbed with Deadly Weapons, Car and Five Talwars Seized

On the evening of 16/01/2006 (at about 1900 hrs), PI Surathkal Mr.T.R.Jagannath received credible information about a white Maruthi car moving under suspicious circumstances at Kulaigudde area of Surathkal PS limits. Immediately he rushed to the spot along with staff in the police jeep. Upon reaching the spot, the police noticed five persons armed with deadly sharp weapons (talwars) standing by the side of a white Maruthi car bearing Reg No KA 19 N 9317. On seeing the police, two of them immediately started the vehicle and sped away towards Surathkal while three others ran away and escaped by taking cover of darkness. The Police however chased the car and succeeded in intercepting it near Surathkal Bus stand. The two inmates of the vehicle were covered up and secured. Then upon searching the car, police found five talwars inside. Both the accused along with the vehicle and weapons were brought to the police station for further enquiry.

On thorough interrogation the accused revealed their names as;
  1. Harish S/o Bhoja Karkera 30 yrs R/o Munchur Mangalore taluk
  2. Ganesh S/o Dinesh Poojary 22 yrs R/o Madya Mangalore taluk

Their enquiry also revealed that they along with the other three (who ran away) belong to the Hindu Jagarana Vedike and are all involved in several communal incidents in the past.

A case has been taken up against them in Surathkal PS charging them for carrying deadly weapons (sec 27 Arms Act) and assembling to commit dacoity or other such serious offence (Sec 399, 402 IPC).

The accused will be produced before the jurisdictional Magistrate after completing their interrogation and other procedural formalities.

The names and other details of the other three escaped accused have been obtained. Efforts are on to trace them.

Thus it can be inferred that the timely intervention of the police and arest of the culprits has helped in averting a major criminal incident in the area.

Assault on Police Personnel of Vittla Police Station.

Today on, 16-01-06 at 11.45 AM on the request of the Bantwal Taluk Surveyor Sri B S Prakash, Head Constable Ragava and Police Constable Gopal of Vittal PS, were sent on duty along with the surveyor to Kollnadu Village of Bantwal Taluk, to provide protection during the conduct of land survey. While the lands belonging to one Monappa Poojary and Smt Jayanthi were being surveyed , at about 13.15 PM Smt Girija ( sister of Smt Jayanthi ) and her husband Vittal Shetty, who had a dispute with Smt Jayanthi regarding the land being surveyed, rushed to the spot with sharp weapons and Vittal Shetty struck the surveyor on the shoulder and back, injuring him with superficial incised wounds. HC Ragava who was nearby rushed to the rescue and came in between the assailants and the surveyor thereby receiving several blows with the sickle on the head and shoulder with grievous injuries. People gathered nearby rushed to the rescue of HC Ragava and shifted him immediately to the Government Hospital Vittal from where he was shifted to Mangala Nursing Home, Mangalore. The condition of HC Ragava is stable and is undergoing treatment. If not for the bold and selfless action of the head constable, serious injuries would have been inflicted on the surveyor. Both the accused Vittal Shetty and Girija fled from the scene along with the measuring chain and files of the surveyor. Girija was later secured and taken to custody while Vittal Shetty is absconding. It is learnt that Smt Jayanthi and Smt Girija had both applied for a piece of land under Tenancy Act and the dispute arose when the land was sanctioned to Smt. Jayanthi . Six More Associates of Bannanje Raja nabbed by the Anti Rowdy Squad: Cars and Mobile Phones Seized

In a major breakthrough, the district Anti Rowdy Squad has nabbed 06 more associates of Bannanje Raja, the Gulf based underworld criminal originally hailing from Udupi. These arrests have been made based on the information provided by two of the members (Naveenchandra Alva and Dharmendra Shetty) of the same gang arrested earlier. These arrested are involved in various incidents of threat, extortion and assault on rich businessmen and industrialists of both Udupi and DK districts at the behest of their leader Bananje Raja @ Rajendra Kumar who at present is believed to be in the Middle East. While four of the six arrested are students studying in various colleges in the city, the other two are petty criminals involved previously in various communal incidents. However, the main henchman of the gang who is believed to have actually carried out the threats and shootings is yet to be caught.
The names of the persons arrested and brief description of their activities is as under:

1. Sandeep Shetty 22 yrs S/o Sadashiva Shetty R/o Kolya Kotekar village Mangalore taluk: A SSLC dropout is involved in several communal incidents in the past. Presently he is eking his livelihood by working in a garage. He is involved in the recent attack on businessman Ervine Pinto in which on 26/12/05 he along with Deepak, Vishal, Shelly and Shaji waylaid him at gunpoint near Hoige bazar Mlore and attempted to kill him. In this connection a case was registered in Mangalore South PS Cr No 422/05 U/s 341, 504, 506, 307, 427 R/w 34 IPC and sec 27 Arms Act on the complaint of Ervine Pinto against Bannanje Raja and others.

2. Deepakraj 27 yrs S/o Srinivas Kotian R/o Balabagh Mlore: Has studied upto SSLC and is working as seizure agent in Attavara. He is also involved in few cases of assault in the past. Presently, he is involved in the case of attack on Erwine Pinto where in he and Deepak had followed Ervine Pinto on a motor cycle and made him to stop the vehicle by saying there is leakage of oil.

3. Vishalraj 18 yrs S/o Vishwanath Shetty R/o Tokkottu Mangalore taluk: He is studying II BCom in the University College Mlore. He has one case of assault against him relating to fight within students of the college. He is also involved in the recent attack on Ervine Pinto where in he had accompanied the others.

4. Shinto Jacob 20 yrs S/o PV Jacob R/o Thiruvalla Pathanamchitta district Kerala state: Hailing from good family in Kerala, he is studying III BCA (Computer application) in the St Aloysius College Mlore. He came in contact with the main accused Shaji @ David while staying with him in a flat near Kadri. On 17/06/05 he had accompanied Shaji and two others to the house of Richard Pinto (Owner of Souza Sterionics) near Morgans gate where in they had attempted to kill Richard Pinto by opening fire. In this connection a case was registered in Mlore South PS Cr No 214/05 U/s 307, 109 R/w 34 IPC and sec 27 Arms Act.

5. Shabi Thomas Jacob 22 yrs S/o Thomas Jacob R/o Thiruvalla Pathanamchitta district Kerala state: Also from good family in Kerala is studying III BSc Nursing in Laxmi Memorial college of Nursing Mlore. He also came in contact with Shaji while staying in the same flat with Shinto and others. He had accompanied Shaji and Shelly to Brahmavara on 17/12/2005 where in they had barged into the house of one John Luis (local businessman) and had opened fire to kill him. In this connection on the complaint Mr Luis a case has been registered in Brahmavara PS Cr No 195/05 U/s 307 IPC and 25 Arms Act (of Udupi district). He has been handed over to Udupi Police for further interrogation.

6. Shelly S/o C Anthony 20 yrs R/o Payyanur Kannur district Kerala state:Son of a retired government employee, he is studying II BCA in St Aloysius college Mlore. He was also staying with others in the same flat in Kadri and developed friendship with Shaji. He is involved in all the three incidents mentioned above.

Along with these accused, two Maruthi Zen cars and 05 cell phones have also been seized by the police. The accused will be produced before the jurisdictional Magistrates after completing their interrogation and other procedural formalities.

Efforts are still continued to nab the main culprit Shaji @ Asif @ David @ Boxer and few others who are still at large. A Police team has already been dispatched to Kerala to find their where abouts and apprehend them.

However, the operation has exposed all links of this gang which so far was very active in both Udupi and DK districts. The operation has also revealed how our youngsters are getting attracted towards crime because of their association with undesirable elements and lack of proper supervision by the parents as well as teachers. Hence an appeal is being made to all parents and educational institutions to keep close watch on their children/students especially about the type of friends they are having and about their after college hour activities. The schools and colleges should watch out for outside elements trying to influence their students and lure them into criminal activities. Parents of outside children should keep tab on the type of persons with whom their children are sharing their accommodation in the city.

The District Police will be eager to come to the assistance of any parent / educational institution in this regard.

Prohibitory Orders in Kadaba

On the report submitted to the Assistant Commissioner Puttur, by the Circle Inspector of Police Puttur Rural, the Assistant Commissioner has imposed the following prohibtory orders in limits of Kadaba and Kodimbala villages. The orders issued under section 144(1) of CrPC 1973 prohibits apart from those that are expressly mentioned in the Dictim of the institution., the offering of any kind of ritual or carrying of any animal or fowl for the porpose of animal sacrifice or the performance of such sacrifices at the Shri Durgambika temple Kadaba. The orders will not be applicable on any government functions or functions for which permission has been sought from the Executive Magistrate. The orders would be in force from 0800 hrs of 13-01-2006 to midnight of 15-01-2006.
It may be noted that a controversy had resulted in the organization of the annual Shri Kadambalithaaya purusha and Shiradi Daiva Neemothsava, with a break away faction objecting to the performance of a few rituals of the jathra within the temple premises, the administration of which is with the Dept of Endowments. The reason behind the breakup of these groups being internal politics and non inclusion of certain members in the organisation of the jathra. Even with the intervention of police officials along with the Endowment officer the deadlock could not be broken and therefore in view of maintenance of law and order and the peaceful conduct of the annual jathra, a report to the effect had to be placed before the Executive Magistrate and thereby the prohibitory orders. Adequate bundobasth arrangements have also been made by the police for the peaceful conduct of the jathra between 13-01-2006 and 15-01-2006.
