Cyber Crime: Sender of Offensive Emails Tracked Down by D.K. Police

The Daskhina Kannada Police have been successful in solving their first ever case of cyber crime in the district.

The father of a Christian institution of Mangalore who was getting offensive and obscene emails had approached the Supdt of Police with a complaint to identify the persons and take legal action against them. On receiving the complaint, the police got the said emails forwarded and by applying the necessary cyber tools zeroed in on the exact computer from which these emails had been sent. Thereupon by screening the persons who had access to this computer that belonged to a multicrore public sector undertaking in Mangalore, the police pinpointed the person who had sent the mails. The said person on thorough questioning admitted that he had actually sent these emails to the father. He also disclosed the names of two other persons who had assisted him in sending these emails. The said persons were also secured by the police. They all admitted that they had done this act out of jealousy and group rivalry to tarnish the image of the father. Later as the three tendered an unconditional apology to the father and gave a written undertaking to the effect that they will not repeat such act in the future, the complainant withdrew his complaint. Accordingly the charges against the culprits have been dropped by the police.

This is the first such case of cyber crime reported to the police in the district. However as there are large number of internet users in the district, the potential for perpetration of such offences in the cyber world is very high. The district Police is being trained in phases to tackle these emerging new kinds of crimes effectively. It is also proposed to setup a “Cyber Cell” in the district police office to exclusively deal with cyber crimes. Already broadband internet connection has been taken for the district police office. Efforts are on to modernize the existing Computer Center and to acquire the requisite cyber tools so that the police get fully equipped in this regard.

Note: Sending of offensive/obscene mails is an offence under the Indian Information Technology Act 2000. If the charges are framed and proved in the court of law; the person is liable for punishment of up to five years of imprisonment and also penalty of Rupees one lakh.

Interaction with public on traffic management of Mangalore city



On 19/11/2005, Mangalore Traffic Police had arranged an interaction programme with the public to discuss various aspects of traffic management of Mangalore city. About 300 participants from all walks of life attended the meeting. The meeting was chaired by SP DK Sri.B.Dayananda. Besides Addl SP Sri.Lokesh Kumar, RTO Sri.Ramesh and Executive Engineer Mangalore City Corporation were also present on the stage.
The public putforth their views and suggestions on the problems faced by them. Some of the main points expressed by them are
  • Problem of parking in various parts of the city
  • Shortage of manpower of Traffic Police wing of the city
  • Problems of Bus operators
  • Problems of lady commuters
  • Lack of discipline of autorickshaw drivers
  • Footpath vendors
  • Implementation of Traffic Warden system
  • Problems faced by parents in dropping their children to schools
  • Vehicluar congestion and noise pollution

The SP DK heard the suggestions and assured of suitable action wherever required. He also told that a proposal for the creation of two more traffic police stations for the city has been sent to the government and the same is still pending. He also told that if the people of the city come forward, traffic warden that is already in existence in Puttur town will be introduced here als0. In addition Student Road Safety Programme will also be initiated, he added.

The meeting that lasted for about three hours was very lively and interactive. SP DK assured that such meeetings will be held regularly in future. Accordingly he announced that the next meeting will be held in the month of January 06.

Visit of IGP Training to Mangalore Police Training Center

  • On 17/11/2005, Sri.M.Laxman the Inspector General of Police Training visited Mangalore Police Training Center and reviewed the ongoing training activities here. During his visit, he interacted with the Women Constable Recruits who are undergoing training here. He also inspected the various training facilities in the District Armed Reserve for the recruits. Later he held meeting of the faculty of the training school and discussed about the various training activities imparted to the trainees so far.
A BRIEF NOTE ON POLICE TRAINING SCHOOL, MANGALORE:

The Temporary Police Training School D.K. District has started functioning at Mangalore since 07.03.1994 and so far 771 Civil police constables have undergone basic training (09 months) course in 07 batches as noted below.
1St Batch consisting156 Constables from 07.03.1994 to 28.09.1994
IInd Batch consisting 61 Constables from 22.10.1994 to 19.09.1995
IIIrd Batch consisting 120 Constables from 10.12.1996 to 29.09.1997
IVth Batch consisting 117 Constables from 03.11.1997 to 17.09.1998
Vth Batch consisiting 70 Constables from 21.08.2000 to 22.06.2001
VIth Batch consisting 147 Constables from 16.12.2002 to 23.09.2003
VIIth Batch consisting 100 Constables from 10.11.2003 to 06.11.2004

The 8th batch of training for 140 newly recruited Women Constables of Gulbarga-58, Raichur-34, Gadag-31, Haveri-09, Koppal-09 commenced from 05.05.2005 and their training will complete on 05.02.2006.

Out of these 140 recruits,

03 recruits are Post graduates
04 recruits have done B.Ed.
78 recruits are graduates

11 recruits who are Graduates have also done Computer course.
03 recruits have done PUC with Computer course.
02 recruits have done PUCand TCH
01 recruit has done PUC and ITI
Rest 38 recruits are PUC holders.

Out of these 140 recruits, 111 recruits are below the age of 25 yrs and remaining 29 recruits are above 25 yrs of age and 28 recruits are married.


For Indoor training the services of local Inspectors and Dy.S.Ps are being utilized. Subjects like IPC, CrPC, Special & Local Laws, police Manual, Police Administration are taught by these experienced officers and other subjects like Psychology and Human Rights are being handled by Prof. Ashok, & Prof. Madhavan of Roshani Nilaya.

Apart from these routine subjects, the following specialized subjects are also being taught:

1. Forensic Science by Deputy Director Forensic Science Laboratory Mangalore

2. Hygiene/ Habits / First Aid by the team of Doctors from KMC Mangalore

3. Wireless communication by Wireless Inspector.

4. Lifting of Foot Prints & Finger prints at the scene of offence by the Finger Print experts.

5. Service Matters and KCS and KSP Rules by Asst Adm Officer DPO Mangalore & Sri Tanoji Rao Pawar Rtd. DTO/Vice Prinicipal District Training Inistitute Mangalore.

6. Narcotic Drug laws by PI Narcotic Drug Cell COD Mangalore.

7. Disaster Management by Dy. Commandant Home Guards.

8. Lecture and demonstration regarding fire fighting by Fire Force Inspectors.

9. Guest Lecture from KGID Authority.
10. Guest Lectures from Prajna & Santhwana.


For Out door training the services of two Head Constables, four Constables as ADIs, one RSI as ACDI and one RPI as CDI are being utilised and the following subjects are taught:

1. Physical Training.

2. Obstacles - (Rope climbing, Zig Zag running, Wall climbing, Cross country race)

3. Foot Drill

4. Arms Drill - (Handling of all kinds of weapons like Rifle, Pistol, Revolver, Sten/ carbine, LMG)

5. Lathi Drill - (Mob operation and crowd control)

6. Tear Gas Training.

7. Karate

8. Swimming.

9. Yoga
The Training School which is part of the District Police is being run under the overall supervision of Supdt of Police Dakshina Kannada District. Additional Supdt of Police is acting as the Principal and the Deputy Supdt of Police District Crime Records Bureau is the Vice Principal.

Tiger pelt seized and three arrested by the District Crime Intelligence Bureau


On 16/11/2005, PI DCIB Sri.Thilakchandra and staff on credible information intercepted a motorcycle near Karnadu Kokkarkallu of Mulki and arrested three persons who were transporting tiger pelt from Udupi to Mangalore. Upon their search, police found one tiger pelt (including head) and some tiger nails.

Their names being;
  1. Jason Desouza 19 yrs S/o John Desouza R/o Moodubelle Udupi
  2. Srinivasa Thantri 21 yrs S/o Purushottama Thantri R/o Korangrapadi Udupi
  3. Joy Hubert 25 yrs S/o Austin Hubert R/o Koornadka Puttur

The three were arrested on the spot and the said tiger pelt, nails and the motorcycle were seized by the police. In this connection, a case has been registered in Mulki PS under the Wild Life (Protection) Act 1972. The total worth of the seized articles is estimated to be Rs.2.25 lakhs
